Towns that have signed up for digital records

Digital exchanges enable the local authority (commune) to transmit vital-records data to another local authority in a completely paperless way.

When applying for a passport and/or national identity card, you will no longer have to present your birth certificate if you were born in a commune involved in the records digitisation process.

  • If you are French and were born in Paris, you no longer need to provide a birth certificate when applying for a passport and/or national identity card. This applies to all arrondissements.
  • For French nationals born abroad, the Central Vital Records Office (SCEC) in Nantes is involved in the records digitisation process. Your vital records will be verified electronically. You do not need to provide a birth certificate.
