Justif'Adresse
- Simplify procedures for users applying for documents.
- Help to fight document fraud by reducing the risk of fraud in supporting documents.
- Be in line with the objectives of the Action Publique 2022 programme.
Any individual:
- Residing in mainland France, including Corsica and the French overseas departments and territories,
- Making a pre-application for a national identity card (CNI) or passport, or applying for a vehicle registration certificate (CI) or driving licence online
- Doing so on their own behalf
- Having a subscription or a gas or electricity bill in their birth name.
- The participating service providers are:
- TotalEnergies
- EDF
- ENGIE, including Gaz Tarif Réglementé (regulated gas rate)
- The participating service providers are:
- Agents (professionals who carry out a procedure on behalf of an individual): Motoring professionals, driving schools, etc.
- Anyone who does not have a subscription or energy bill in their birth name or who uses a service provider other than those involved in this trial programme
- Matching names: For reasons relating to legislation on the protection of personal data (GDPR), if someone has the same first and last name with an identical postcode, then no address is returned by the service provider.
- The address entered by the user in the online procedure and the address in the energy supplier's customer database differ too much for the check to be successful.
- There is a difference in the street number or the postcode. Any difference, however small, in these two fields will lead to failure.
- The surname and/or first name in the service provider's "customer database" are not the same as those entered in the online procedure.
- The address is not in the database of the selected service provider,
- The gas or electricity subscription or bill is not in the applicant's birth name.
- There is a technical problem (communication problem between the databases, ongoing maintenance of an information system "building block").
No, there's no charge.
The "Justif'Adresse" system is not intended to work for a third party.
If you encounter a problem with your proof of address, please note that only applicants who provide proof of address using their birth name and first name are eligible.
This therefore excludes spouses or lodgers.
You will therefore need to provide proof of address when you apply for your passport and/or national ID card at the municipal office.
The service providers currently participating in this measure are:
- EDF (Électricité De France)
- ENGIE
- Gaz Tarif Réglementé (an ENGIE Group brand)
- TotalEnergies
- Do I have to use Justif'Adresse? No, it is optional.
- My service provider is not on the list. What should I do? Select "My provider is not on the list" and continue with the online procedure as normal. You will need to provide a 'paper' proof of address. Eventually, other service providers are expected to join the programme.
- If the Justif'Adresse check is unsuccessful, what should I do? Continue with the online procedure as normal. You will need to provide “paper” proof of address when you apply in person. Eventually, other service providers are expected to join the programme.
- If the Justif'Adresse check is unsuccessful, will I be penalised? No
- Do I have to pay to use Justif'Adresse? No
